Amazon VAT in Europe: what changes as your retail arbitrage business grows
Start by selling on Amazon UK with the UK tax and VAT set-up that applies to your circumstances. As stock purchases and sales grow, VAT treatment becomes a margin question; once the UK model works, expanding into EU marketplaces brings separate EU VAT considerations linked to sales and stock locations.
But this position has a very practical limit: VAT paid on retail purchases remains part of your cost when it cannot be reclaimed. As you buy more stock, that can quickly weigh on your margin.
As purchases and sales grow, it can be worth reviewing the VAT treatment that applies to your circumstances, because it can affect margin. This is not about adding a number to an invoice: for a UK business selling into the EU, UK VAT and EU VAT are separate questions, so take advice based on your actual supply chain.[1]
When you want to scale, Amazon opens another door
Once the UK model is working, Amazon can open another door: expanding into EU marketplaces with Pan-EU FBA.
The principle is simple: you authorise Amazon to distribute, store and move your stock between the countries you enable. You may therefore have stock in France, Germany, Italy or Spain without arranging each movement yourself.[4]
The advantage is not limited to faster delivery. With Pan-EU, eligible offers may benefit from the programme’s local fulfilment fee logic. A simple example: an Italian customer places an order. Your unit may not be in Italy at that moment. But if your offer is in Pan-EU and Italy is enabled, eligible fulfilment can use Pan-EU fee logic rather than the EFN cost. That is one of the programme’s practical benefits as volume grows.
In return, a new layer of rules applies. As soon as stock is held in a country, you need to consider that country’s VAT obligations. Amazon makes clear that storage and stock movements it manages on your behalf can create additional registration and reporting obligations.[4]
Pan-EU and OSS: two different issues
OSS is used to report certain eligible cross-border B2C sales. It can be useful when you sell in several countries without holding stock there. But OSS does not authorise you to store stock abroad.[2][3]
Pan-EU is different. If Amazon is to hold your units in a country, the required VAT number is needed there. Amazon states that a Pan-EU FBA seller must provide a valid VAT number where their stock is held.[5]
So do not think: ‘I use OSS, so I can use Pan-EU.’ To use Pan-EU fee logic and let Amazon distribute your stock, VAT numbers in the countries where stock is held are fundamental. OSS remains a separate reporting matter to assess against your actual sales flows.
